What it means

The NIEM code list of USCIS benefit document statuses describes PAA as PREMIUM PROCESSING CLOCK STARTED.

USCIS says that with premium processing it takes action on the case within a set number of business days (15 for most classifications, 30 or 45 for some) or refunds the premium fee. A Request for Evidence or a notice of intent to deny stops that period, and a new period starts when USCIS receives the response.
